Pesticide registration is crucial for market access in Brazil. The process of registering a technical product and its formulated counterpart can take up to 10 years or more, with costs exceeding US$ 100,000, plus annual maintenance fees.
In 2023, Brazil’s Ministry of Agriculture approved 555 pesticide registrations, totaling 2,737 approvals over the past 5 years. This influx has increased competition, introduced more players, lowered prices, and extended payment terms for importers.
Despite the demand for more product registrations, in 2023, the Ministry of Agriculture canceled 177 registrations, nearly one-third of the approved registrations that year.
The cancellations included 48 technical products and 129 formulated products, with 89 cancellations requested by the registration holders. Notable cancellations involved carbendazim (22), pyraclostrobin (15), fipronil (9), and mancozeb (8). Following Anvisa’s ban on carbendazim, many companies requested cancellations, yet 21 carbendazim registrations remain in Agrofit, the Ministry of Agriculture’s pesticide registration system. The second highest number of cancellations in 2023 were for fipronil-based products, likely due to Ibama’s ban on foliar application, which was their primary market.
Regarding the approval years for canceled pesticide products in 2023, nearly a quarter (43 registrations, or 24.29%) were approved between 2019 and 2023, meaning these products were on the market for less than five years. Of these, 16.38% were approved after 2021, with the highest number of cancellations occurring for products approved in 2021 and 2022. Most of the canceled registrations were for equivalent products, according to the “Report: Canceled Registrations (vol. 2023)” by AllierBrasil.
